Strategic tools to support the most effectiveand efficient use of a utility's resources havebecome critically important to a utility's planningprocess. Using the U.S. Environmental ProtectionAgency's capacity, management, operations,and maintenance program (CMOM) as aguide, the water division of the Orange CountyUtilities Department in Orlando, Florida, developeda performance management plan to address thechallenges of a rapidly growing population andstretched water resources.Originally developed for wastewater utilities,CMOM addresses all aspects of theOrange County Utilities organization, withspecific focuses on water utility managementand operations, financial considerations, watertreatment maintenance issues, public healthprotection, regulatory compliance, and safety.The Water CMOM program showed thegaps in the utility's organization, provided amethod to prioritize and implement gap closureprojects, and aligned the final recommendationsof the assessment with the utility'sgoals and mission statement.The program created a repeatable processthat can measure how the utility is performing,re-analyze the utility periodically, show gaps inperformance, develop plans to close those gaps,and remeasure the utility using performanceindicators and industry-accepted metrics.
