In 2002, the Alexandria Sanitation Authority (ASA) commissioned a $230 million state-of-the-art advanced waste treatment (AWT) facility with a design capacity of 54 milliongallons per day (MGD). ASA provides sewage treatment for 297,000 people in a servicearea of 51 square miles, which includes the City of Alexandria and portions of FairfaxCounty, Virginia. The Authority also owns and operates three large pump stations andapproximately 14 miles of large diameter interceptor sewers. The commissioning of amultitude of new assets afforded ASA a unique opportunity to develop and implement acomprehensive asset management program. ASA "began with the end in mind" bydeveloping a program to optimize the life cycle of its newly-constructed treatment plantassets as well as its legacy assets.ASA's experience illustrates how utilities can take a methodical, phased and practicalapproach to adopting asset management best practices and measure progress andeffectiveness along the way.
