This powerpoint presentation begins by providing a brief overview of study objectives that included: conducting a Business Case Evaluation (BCE) ofmid-term and long-term Capital ImprovementProgram (CIP) of Gwinnett County's waterdistribution system;identifying and evaluating the necessary futureexpansion and improvement projects using theBCE process; and,updating CIPs of the 2003 Master Plan. A BCE is an asset management-driven approach that seeks to makeinvestment decisions based on a project's total life cycle costs and benefits. The BCE process is presented, along with the scope of work, the problem statement, general levels of service, model calibration and verification, system evaluation criteria, evaluation of deficiencies and improvements, and summary of results after BCE Process. An adaptive optimization software package powered by theintegrated use of Genetic Algorithms (GA) and hydraulic modeling, called ENCOMS, is presented including capabilities, methodology, and the benefits of ENCOM for operations optimization.
