This powerpoint presentation begins by providing a brief overview of the Water Research Foundation Report #4078, "Guidelines for Implementation of Seawater andBrackish Water Desalination Facilities." The objective of the report was to help utilities (and others) in planning andimplementing desalination projects. The general approach and anticipated products included: autility workshop and survey as critical first steps to focus on the issues that arereally the biggest challenges utilities face, and to define the types of "guidelines" that willbe most useful and accessible. A follow-up utility workshop is anticipated forlate 2009, to vet the draft materials with utilities. Topics presented include: institutional drivers; dimensions of possible guideline applications; prioritizing across components ofthe desalination process, prioritizing across institutional andtechnical dimensions, and the planning issues matrix (PIM). Utility survey results are provided fordesalination issues and needs, institutional challenges, decision-makingand stakeholder groups, strategies to address challenges, and tools to facilitate planningand implementation. An overview of the Chino Basin Groundwater DesalinationCost-Benefit Case Study is provided. Includes tables, figure.
