Requirements and challenges of regulations and permitting are presented, along with intake structures. Strategies to address the institutional challenges are presented and include: better understanding of the regulatory and permittingrequirements; early and coordinated dialogue; investigation of the best technologies and strategies tomitigate negative environmental impacts including appropriate location selection, subsurface intake structures, improved screening techniques, behavior barriers, and restoration approaches.
