On July 30, 2008, the U.S. Environmental Protection Agency (USEPA) finalized the regulatory determinations for 11 contaminants on the Second Contaminant Candidate List (CCL2). Considering the best available data,USEPA concluded that these contaminantsoccur infrequently at levels ofpublic health concern in public watersystems. Therefore, the agency madea determination not to regulate any of thesecontaminants, because setting a national primarydrinking water regulationdoes not present a meaningful opportunity forhealth risk reduction on a national basis.Consequently, none of the 11 contaminantswill be regulated by USEPA; however, somewater systems may be vulnerable to contamination.This article summarizes the final CCL2determinations (USEPA 2008a; 2008b). The article discusses specifics of the CCL requirements, focusing on the Safe Drinking Water Act (SDWA) and unregulated contaminant monitoring, along with specific CCL2 candidate, including boron, dacthal mono- and di-acid degradates, DDE, 1,3-dichloropropene, DNT, EPTC, Fonofos, Terbacil, and 1,1,2,2-tetrachloroethane.
