Water budgets, volumetric allotments of water tocustomers based on customer-specific characteristicsand conservative resource standards, are an innovativemeans of improving water-use efficiency. Oncethought to be impractical because of technologicalconstraints, water budgets linked with an increasing-blockrate structure have been implemented successfullyby more than 20 utilities.Key issues identified in this examination of waterbudgets and their potential value to North Americanwater utilities include: different practicalapproaches to water budget rate structures; thebenefits and challenges of these approaches; thepotential uses of water budgets during drought; and,important steps in the water budget implementationprocess.
