Findings from a two-year research project focusingon current water industry practices suggest thatcondition assessment often is undertaken in an adhoc manner. This article seeks to place the use ofcondition assessment within the context of emergingasset management principles. To this end, theauthors provide definitions of asset management,asset condition, and condition assessment, alongwith summary findings from a web-based survey,literature review, and case studies used to investigatecurrent practices. A conceptual framework is introducedthat aligns condition assessment with assetmanagement principles via a performance monitoringsystem based on service levels.Formalized asset management is increasingly beingput forward as a solution to the challenge of aginginfrastructure. Measuring the service provided by theutility and using this parameter to decide when andwhere to spend limited funds will help water managersmove from an ad hoc approach to condition assessmentto a better alignment of condition assessmentwithin their asset management programs.
