After several years of intense review, the U.S. Environmental Protection Agency (USEPA) has adopted revisions to the Lead and Copper Rule (LCR: USEPA, 2007). The article discusses the original LCR, promulgated in 1991, and how the incident in 2002 with the District of Columbia Water and Sewer Authority (WASA), when its drinking water exceeded the lead action level, initiated review of the original LCR. Sources of the lead pollution are discussed, along with changes in water chemistry from the treatment taken to clean up the lead pollution, the concern over the possible role of chloramines as a secondary disinfectant in lead release, corrosion of lead and copper pipe, and the addition of chemicals to the finished water to inhibit corrosion. Specifics of the 2007 LCR revisions are provided. Includes 6 references.
