This survey asked utilities whether they have a comprehensive water supply plan, and to provide details about the plan, for example, what elements are included, the planning horizon, and so forth. Managers' opinions of supply plans were gauged by the question Do you personally believe a comprehensive water supply plan is necessary for your utility? While these questions are the heart of the survey, other questions were asked about the dependable yield of supplies, the system's experience with safe yield in times of drought, and details about the drought emergency plan. Many utilities rely on historical values for dependable yield rather than computed values as obtained from mass curves or computer analysis. More than 21 percent of the responding utilities do not know the safe yield of their supply.
