Regionalization of water management offers many advantages in efficiency and economy over the present highly fragmented organizational structure prevalent in the U.S. water industry. This paper describes regionalization efforts in England, Wales, and the U.S. State government may be in the best position to stimulate creation of regional institutions. Initiatives in North Carolina, Washington, Pennsylvania, and Maryland are described. Includes 7 references.
