Cleanup of the widespread organic contamination of Connecticut's groundwaters may be technologically feasible, but the economic repercussions to individuals and towns is prohibitive. This paper explores the possibility of federal assistance for cleanup programs. Trihalomethanes, chlorination, granular activated carbon, salt, fertilizers, nitrates, gasoline and oil storage tank leakage, municipal dumps and landfills, and volatile organic chemicals are covered.
