Key study issues include the following: exceeding copper corrosion standards as defined in theLead and Copper Rule (LCR) in distribution systems;city under Enforcement Order from Minnesota Department ofHealth, 90th Percentile Cu = 1.8 to 2.3 mg/L 1.3 mg/L required; high iron concentration- 2.6 mg/L Fe;biological growth occurring within distribution system;disinfection byproduct formation- meet projected Stage 2 requirements (40THM / 30HAA); and,chlorine demands were significantly different between thetwo treatment trains using the same water supply- West Plant: Chlorine Demand Chlorine Dosage- East Plant: Chlorine Demand 7+ times Chlorine Dosage.
