California Water Service Company's Northeast Bakersfield Water Treatment Plant (WTP) beganoperation in June 2003 treating Kern River water using an integrated process consistingof coagulation using ferric chloride, flocculation and sedimentation, and filtration throughmicro-filtration membranes. Ancillary processes include wash water recycling alongwith drying beds for solids handling. The process for this 20 MGD facility wasdeveloped through six months of pilot-scale operations. Historically, the City of Bakersfield has obtained its water from a surface WTP on theKern River and well supplies. Due to the new Arsenic Rule, many of the wells wouldrequire treatment and the City has been growing, so it was decided that a new surfacewater plant would be built to treat water from the Kern River. A decision was made todeliver the project by design-build to shorten the delivery schedule and to guarantee aprice for the facility. This paper discusses the challenges faced during the initial startup period, and the operational changes that were made. Since startup, the plant has performed extremely well, meeting all of its water quality goals with nearly no problems. Includes figures.
