This article addresses the organization and prioritizationof short- and long-term security enhancementsfor existing and future water utility facilities. It suggeststools and provides guidance for utilities to use inassessing and prioritizing the vulnerabilities of theirwater distribution systems and provides direction forbalancing vulnerability, consequences, liabilities, andcapital resource availability. The recommendationsand considerations were developed with the input of apanel of recognized professionals in utility distributionsystem operation, security, hazard analysis andcritical control points application, and federal andlocal law enforcement. The recommendations in thisarticle are designed to address national strategy needsand the security implementation challenges facingwater utilities. Includes 5 references, tables, figure.
