In the absence of specific federal regulations or guidance for assigning microbial removalcredits to alternative filtration technology (AFT) which include low-pressure membranesystems, many states over the past ten to fifteen years have developed individualprograms to address this need.This paper presents a discussion of one such program developed by the CaliforniaDepartment of Health Services' Drinking Water Program and provides discussion of howthe state's approach may be altered by the recently proposed Long-term 2 EnhancedSurface Water Treatment Rule and the accompanying Membrane Guidance Manual.
