This paper focuses on how the West Valley Sanitation District (WVSD or District) improvedcollection system operations though technology and business processes. This effort included theevaluation of work flow, determination of operational improvements, development of aperformance-based budget, and implementation of multiple best business practices/strategies.These practices ranged from streamlining work practices to utilizing advanced technology suchas a complete Computerized Maintenance Management System (CMMS) with GeographicalInformation System (GIS) connectivity and Closed Circuit Television (CCTV) data linked to anew maintenance system to develop routine schedules, track work, and improve operations. Thistransformation led to improvements in the efficiency and effectiveness of operations withincreased quality as a direct result of the effective application of routine cleaning, improvedwork reporting and practices, application of good business tools and integration of automation ofwork processes.This paper begins with a background of the WVSD, outlines the District's previous maintenancesystem and work processes, discusses the new system and improved work processes and asummary of the results achieved as well as discusses future expectations of further improvementthough systems integration.
