US Environmental Protection Agency's (EPA) proposed Capacity, Management, Operations and Maintenance (CMOM) programrequires cities to provide, among other things, emergency and customer complaint response plansand the status of system preventative maintenance.The Government Accounting Standards Board (GASB) has imposed an additional oversightmechanism. In this time of heightened focus on accounting standards and practices, GASB hasissued Statement 34 that requires cities to know the monetary value of their water andsewer systems based on condition.Using the concept of a fleet management program, and to comply with the managementprinciples behind CMOM and GASB 34, some cities have decided to work smarter. These citieshave implemented a web-based system that enables field crews and home office personnel aliketo assess and capture existing secondary information. This way, when a call comes in, even in anemergency, the crew can ascertain the history of that location. Furthermore, the superintendentcan evaluate whether there are other proximate areas of concern that could be repaired during thesame visit.This paper presents an asset management program, reviews external institutional drivers(CMOM and GASB 34), describes an actual process, and reviews lessons learned.
