Over the life of this plant, Boyle has been retained to provide assistance in numerous projects related tothe operation, maintenance, enhancement and rehabilitation of the City of Dunedin's MembraneSoftening Water Treatment Plant (MSWTP). More specifically, desk-top studies, pilot-testing,performance modeling and/or data reviews have been used to continually evaluate the condition of themembrane process and review performance relative to water quality and production goals. The MSWTPhas historically experienced chronic problems related to fouling with chemical cleaning frequenciestypically ranging from one to four weeks. The City of Dunedin (City) has performed numerousinvestigations, most of which lead to the implementation of performance enhancing modifications.These efforts have gradually lead to marked increases in the operational run times between chemicalcleaning and cartridge filter media replacement which are now approaching three to four months. TheCity's commitment to improving performance has lead to a MSWTP, which operates reliably at minimalcost.This paper provides a case history of the MSWTP's water quality and production trends,including biological fouling control efforts, the pretreatment systems improvements, pilot testing,membrane autopsies and replacement activities.
