This paper summarizes the development of an alternative protocol for monitoring lead and copper levels at the tap. The guidelines are based on an evaluation of both historical monitoring data and field study findings and address issues of sample variability, shrinking sample pools and utility resources. In addition, a summary of state regulatory agency interpretation of the LCR Minor Revisions and the potential for acceptance for alternative monitoring approaches is presented.
