Customer satisfaction requires adequate distribution system performance in terms of minimal service interruptions, adequate pressure and adequate water quality. Many small and medium sized utilities struggle to achieve adequate distribution system performance because they have infrastructure, technical capacity, managerial capacity or financial capacity limitations.
