The plumbing industry is responding to the demands of water-starved nations by developing toilet fixtures that perform at only 1.0-gallons per flush (gpf). Given the long-term historical evolution of the 1.6-gpf fixture from its widespread introduction into California in the early 1990s, the question is being asked by water utilities: "How do these new high-efficiency 1.0-gpf fixtures compare with current 1.6-gpf fixtures and will they perform to the satisfaction of our customers?" This study is dealing with that question by: introducing some early versions of 1.0-gpf fixtures into varied residential and commercial end-uses in California; and, by asking the end-users to compare, assess, and rate those fixtures against the older toilets they replaced.
