Water supply source protection is extremely important in the management of a small water utility. The development of a source protection plan is illustrated with a case study of the Westfield watershed in western New York State. Oil and gas well development activities were evaluated using inexpensive models and were found to have a possible significant adverse impact on raw water quality. If not properly controlled, increased sediment from access road and site construction and chloride contamination from brine disposal could degrade water quality. The small water utility can mitigate these adverse effects through land use controls, watershed rules and regulations, and environmental assessment requirements.
